This seminar is scheduled to take place in Athina, Greece, in May 2004. The main topics addressed are:

• EU structure and institutions; EU elections ("a vote for democracy, a vote for Europe")
• A constitution for the EU (Nice Charter, Convention, referendum); a constitution versus intergovernmental councils
• Common security and foreign policy in Europe
• How to bring the EU closer to its citizens (participation, referendum)
• The impact of the EU enlargement: Potential problems and political priorities for the EU-25, the situation in the 10 new EU member-states, multi-speed Europe

The European Union's further enlargement: Turkey, Western Balkans etc. Where are the borders of Europe? Is the EU limited to Europe?
