Work on Youth Guarantee: the practice of the National Youth Council of Ireland

The National Youth Council of Ireland has been doing a lot of work on a national level on the youth guarantee and has been working closely with the Youth Forum on youth employment in the context of Ireland’s Presidency of the EU.
 NYCI have launched a Fact-sheet on the youth guarantee in Ireland and have been strongly advocating the policy to both the government and opposition parties. Currently NYCI and the Spanish Youth Council have produced materials on the youth guarantee nationally and many other youth councils have been writing to government Ministers and advocating the potential benefits of the youth guarantee in their country.

Youth Employment developments: France

Here you will find some information on some developments in youth employment policy in France.
French President François Hollande was elected on 6 May 2012, and right from the beginning he asserted that he wanted to be judged on two issues: justice and youth. Currently one in four young people are out of work in France and the poverty rate for young people is twice that of the rest of the population.
The government has began to make proposals and an inter-ministerial committee will make unveil a finalised youth strategy on 21 February.  Two priorities have already been established youth: education and employment.

EP adopts Youth Guarantee Resolution

Today the European Parliament passed a resolution calling on EU employment ministers to agree in February 2013 to a Council recommendation that all member states introduce these schemes.
 
The resolution was adopted with 546 votes in favour, 96 against and 28 abstentions.
 
Importantly the Resolution said that Youth Guarantee schemes should be eligible for EU funding, in particular from the European Social Fund, which should therefore be allocated at least 25% of EU structural funds. The Parliament also calls on the Commission to help those member states that are in dire financial straits to introduce the schemes.

Effectiveness of policy measures to increase the employment participation of young people

Here you will find a very important and informative study that has been carried out by the European Foundation for the Improvement of Living and Working Conditions (Eurofound). As you know Eurofound has been focusing quite a lot on youth employment recently and has launched two comprehensive studies on NEETs. In the coming months it will also release new studies on the social inclusion of young people.

European Parliament resolution on a Youth Guarantee (2012/2901(RSP))

French Socialist MEP Pervenche Berès has introduced a proposal for a Resolution in the European Parliament supporting the Proposal of the European Commission for a Youth Guarantee.

The Resolution calls on Member States to introduce a youth guarantee and for 25% of the European Social Fund to be used to finance the mechanism.
It is important to emphasise that in the Commission’s proposal it emphasised the role of youth organisations in the design and implementation of the Youth Guarantee. This must be supported by the Member States.
With regards to this Resolution, there will be a debate on it in the European Parliament on 14 January and a vote will be taken on 16 January. The full proposal for a resolution in English is here.

Employment and Social Developments in Europe Review

Yesterday the European Commission launched the 2012 edition of the Employment and Social Developments in Europe Review. This is a very interesting document for anyone interested in employment or social inclusion policy in Europe. The Report itself it very long, so if you don’t have the time it takes to read it I have attached the FAQ document, which includes a really good synopsis and explanation of the reason why there is growing poverty and divergence between the North and South of Europe.

Eurozone unemployment reaches new high

The unemployment rate across the eurozone hit a new all-time high of 11.8% in November, official figures have shown.

This is a slight rise on 11.7% for the 17-nation region in October. The rate for the European Union as a whole in November was unchanged at 10.7%.

Spain, which is mired in deep recession, again recorded the highest unemployment rate, coming in at 26.6%.

More than 26 million people are now unemployed across the EU.

For the eurozone, the number of people without work reached 18.8 million said Eurostat, the official European statistics agency said.
