ILO World of Work Report 2013

The International Labour Organization have released their World of Work Report for 2013. The Report Includes an ‘EU Snapshot’ which addresses youth unemployment and the youth guarantee, it also gives a very good macro-level insight into the crisis. Some statements from the report below.
Firstly, there are over 10 million more unemployed people in the EU in 2013 than in 2008. Unemployment has been increasing consistently since the onset of the crisis, but has increased at an alarming rate over the past year. A core reason for this is that austerity measures are having a very negative impact on employment. Or to put it another way, we are currently experiencing the social after effects of the 2008 economic shock.

BRUSSELS – Eurozone unemployment reached a record high of 12 percent in February with national statistics confirming the discrepancy between the more stable northern economies and the struggling southern ones.

Figures released the Eurostat agency on Tuesday (2 April) showed there are 19 million unemployed people in the 17-nation euro area and 26.3 million in EU as a whole. The EU-wide joblessness rate clocked in at 10.9 percent.

The figures highlight the differences between core and periphery euro states.

National and Regional work on Youth Guarantee

There have been several developments on the youth guarantee in recent weeks.

The National Youth Council of Ireland and the European Youth Forum gave input to the Joint Committee on EU Affairs in the Irish Parliament last week on the youth guarantee.

NYCI has produced a factsheet on the youth guarantee(find it here), which applies many of the European statistics on youth unemployment to their own national context.
The Spanish Youth Council have also produced a Spanish version of the Youth Guarantee in Europe publication (attached).

The European Commission has proposed operational rules to implement the Youth Employment Initiative to combat youth unemployment. The Youth Employment Initiative was proposed by the 7-8 February 2013 European Council with a budget of €6 billion for the period 2014-20.

The economic and social consequences of the crisis (the explosion of unemployment, the runaway loss of job security, the growing inequalities, etc.) have reached the limits of what is socially acceptable in a number of EU countries. For this reason the European Trade Union Confederation (ETUC) is organising a European rally in conjunction with the European Council of 14 and 15 March to call for an end to austerity and to focus on employment, particularly for young people. A change of course is needed. The confidence of the markets does not depend on austerity, but on the confidence of citizens and the support of the European Central Bank. Growth and employment are needed to restore confidence in the European Union.

European Commission President José-Manuel Barroso and European Commissioner for Employment, Social Affairs and Inclusion László Andor have welcomed the political agreement reached on the proposed Youth Guarantee Recommendation at the EU’s Council of Employment and Social Affairs Ministers on 28thFebruary. Under the Youth Guarantee Member States should put in place measures to ensure that young people up to age 25 receive a good quality offer of employment, continued education, an apprenticeship or a traineeship within four months of leaving school or becoming unemployed.

European employment & social policy Ministers to meet in Dublin tomorrow to focus on getting people into work

Today and tomorrow employment, social affairs and health (EPSCO) Ministers will meet at an ‘Informal’ EPSCO in Dublin.
As expected the youth guarantee will be on the agenda, along with the issues of addressing social exclusion and addressing inequality on the labour market. EU plans “lost generation” fund to fight youth unemployment

(Reuters) – European Union leaders are expected to set aside more than 5 billion euros from the EU budget to tackle the bloc’s soaring and costly youth unemployment when they meet for a summit in Brussels on Thursday.

The aim is to get to grips with the debilitating unemployment caused by the region’s debt and economic crisis. There are estimates that youth joblessness is costing the EU up to 150 billion euros a year, or around 1.2 percent of GDP.

Youth unemployment now exceeds 25 percent in 13 of the EU’s 27 member states, while more than half of those aged 15-24 in Spain and Greece out of work. Economists warn of a lost generation unless a way is found to resolve the problem.

“High youth unemployment has dramatic consequences for our economies, our societies and above all for young people,” Laszlo Andor, the European commissioner for employment, said when he presented plans for a fund late last year.
