Youth unemployment is a global issue that threatens to undermine the very fabric of our society. More than 75 million young people are unemployed internationally and in Europe close to one in four young people are out of work.

As a result of growing youth unemployment, young people are experiencing increased levels of poverty and social exclusion, and there is a widening economic gap between older and younger generations.
In this Policy Paper, which is an update of the 2008 Policy Paper on Youth Employment, the Youth Forum identifies the main causes of youth unemployment, including: inequalities on the labour market, a lack of provision of services to young people, and the privatisation of education. It also addresses the need to eradicate discrimination against young people.

Through this Policy Paper the Youth Forum is proposing a set of actions, based on the principles of youth-rights and equality, to tackle youth unemployment head-on and reverse a trend that is threatening the very stability and future of Europe.

# The aim of this project is to investigate the current situation of young people in Europe, focusing specifically on those who are not in employment, education or training, and to understand the economic and social consequences of their disengagement from the labour market and education. The term NEET is used to describe young people who are not engaged in any form of employment, education or training. The term has come into the policy debate in recent years due to disproportionate impact of the recession on young people (under 30 years old). The unemployment rate for those under thirty is nearly double the average rate.

The Eurofound’s latest research report on NEETs in Europe was launched on 22th October at a Cypriot presidency event. Both the full report and the exective summary are available.

# The study “The impact of Non‐Formal Education in Youth Organisations on Young people’s Employability”by the European Youth Forum in cooperation with the University of Bath and GHK Consulting was presented on 26 October in Brussels.

“This research – says Peter Matjašič, President of the European Youth Forum – provides the long awaited evidence of the need for more political and financial investment in youth organisations to ensure that they can deliver quality Non-Formal Education, to more young people, thus providing more needed skills to more young people and ensuring a better access to the labour market”.

# The current youth unemployment situation in Europe has proved to be complex and has presented significant challenges. The European Youth Forum believes that all young people have a right to quality, stable employment and urges European governments and social partners to commit to investing in young people by introducing youth guarantees. In this document we have established the core principles behind a youth guarantee and established what will work and what will not work for young people.
