»Youth Disengagement – what costs and what remedies?«

A discussion with policy makers and stakeholders, jointly organised by the Eurofound and the European Youth Forum. Hosted by the European Parliament “Youth Intergroup”.

 

This joint Eurofound and European Youth Forum’s event will be the first broader public discussion of the Eurofound’s report on NEETs (NEETs- young people not in employment education or training) launched in October 2012).

Eurofound will provide a picture of the situation of young people in Europe and explore the characteristics of the NEETs, those young people who are disengaged from labour market and education, and to broaden the understanding of the economic and societal consequences of their disengagement from labour market and education.

The discussion will address policy responses, in particular following the release last December of the European Commission’s Youth Employment Package that included a proposal for a Council Recommendation on Youth Guarantees and the Employment and Social Affairs Ministers meeting (EPSCO) due to take place on 28th February in which Member States will discuss this Recommendation proposal.

 The discussion should also touch upon the political marginalisation issues outlined in the report linking it to the initiatives that the European Youth Forum has started on League of Young Voters in the context of the upcoming European elections in 2014.

The debate following the Eurofound’s presentation should involve policy makers responsible for the areas tackled in the Eurofound’s report.

EP adopts Youth Guarantee Resolution https://www.projects.aegee.org/yue/ep-adopts-youth-guarantee-resolution/ Wed, 16 Jan 2013 17:26:54 +0000 http://www.projects.aegee.org/yue/?p=253 Today the European Parliament passed a resolution calling on EU employment ministers to agree in February 2013 to a Council recommendation that all member states introduce these schemes.
 
The resolution was adopted with 546 votes in favour, 96 against and 28 abstentions.
 
Importantly the Resolution said that Youth Guarantee schemes should be eligible for EU funding, in particular from the European Social Fund, which should therefore be allocated at least 25% of EU structural funds. The Parliament also calls on the Commission to help those member states that are in dire financial straits to introduce the schemes.

European Parliament resolution on a Youth Guarantee (2012/2901(RSP)) https://www.projects.aegee.org/yue/european-parliament-resolution-on-a-youth-guarantee-20122901rsp/ Thu, 10 Jan 2013 17:08:44 +0000 http://www.projects.aegee.org/yue/?p=243 French Socialist MEP Pervenche Berès has introduced a proposal for a Resolution in the European Parliament supporting the Proposal of the European Commission for a Youth Guarantee.

The Resolution calls on Member States to introduce a youth guarantee and for 25% of the European Social Fund to be used to finance the mechanism.
It is important to emphasise that in the Commission’s proposal it emphasised the role of youth organisations in the design and implementation of the Youth Guarantee. This must be supported by the Member States.
With regards to this Resolution, there will be a debate on it in the European Parliament on 14 January and a vote will be taken on 16 January. The full proposal for a resolution in English is here.

Employment MEPs urge ministers to back youth guarantee schemes

Plans for “youth guarantee” schemes to ensure that no young person in the EU is without a job for more than four months won strong support in the Employment and Social Affairs Committee on Tuesday. MEPs voted a resolution calling on EU employment ministers to agree in February 2013 to a Council recommendation that all member states introduce these schemes.

A youth guarantee is not a job guarantee, underlines the resolution drafted by Pervenche Berès (S&D, FR), but an instrument ensuring that all young EU citizens and legal residents up to  25 years old and recent graduates under 30, receive a good-quality offer of employment, continued education or apprenticeship, after four months of unemployment. Parliament had already twice called for such schemes.

EU funding

Youth Guarantee schemes should be eligible for EU funding -e.g. from the European Social Fund, especially in the member states with the highest youth unemployment rates, say MEPs.

Involving local authorities

To be effective, these schemes need to be implemented in close cooperation with local and regional authorities, adds the committee.
